Set device timezone on legacy Quest devices

New configuration setting to allow setting device timezone on legacy Quest devices. Set the timezone to auto or a specific timezone. This setting will appear under Configuration > Device Settings > Meta Only.

Note, this is already supported for Meta devices enrolled through Meta Horizon managed services.
